External works to replace existing glazed panes with high vacuum glazing

11 Lambridge Place (No. 11) is included on the National Heritage List for England at Grade II (list entry number: 1394101).

The application form states that it “seeks to amend permit [sic] application 22/02088/FUL. The amendment is to the secondary glazing details. The secondary glazing is to be omitted and instead the glazed panes are to be replaced with high vacuum glazing 7.7mm width”. Given this and the published description, the following will only consider the proposed vacuum glazing; however, the inclusion of various other elements makes the application ambiguous. What is proposed via the application should be evident to all parties that may consider it.

The application does not include any comment on the significance of the existing windows and their glazing and therefore is contrary to para. 200 of the National Planning Policy Framework (NPPF). “The level of detail should be proportionate to the assets’ importance and no more than is sufficient to understand the potential impact of the proposal on their significance” (para. 200, NPPF – December 2023).

With reference to drawing 804-P08C (proposed elevations), it appears that all the windows are subject to a proposed change of glazing.

It is noted that drawing 804-P12A (secondary glazing detail), refers to secondary glazing (magnetic) and vacuum glazing; however, the sheet note A includes “Secondary glazing omitted”. It is also noted that, drawing 804-P05D (proposed section A) includes reference to secondary glazing and vacuum glazing. It appears that the proposed glazing is a single sheet and that the glazing bars are to be applied.

Unfortunalety, as to what is specifically proposed via the subject application is ambiguous and the required information on significance is lacking. Given this, a proper consideration of the scheme cannot be undertaken and therefore we cannot support the application.

Notwithstanding this, we would be concerned with the loss of historic glazing, windows, joinery and the use of applied glazing bars. As causing harm to the significance of the listed building.
