Proposal External alterations to replace the back bedroom window.

148 North Road (No. 148) is included on the National Heritage List for England at Grade II. List entry number: 1395899 (146-152, North Road). The proposal site is within the City of Bath World Heritage Site (WHS) and the Bath-City wide conservation area (CA).

No. 148 appears to be absent from the c.1840s tithe map and is depicted on the 1st edition OS, though as a single building, incorporating the current 146 (?). On the 2nd edition OS, two separate buildings are shown.

Though the officer will benefit from the opportunity of a site visit to inform their position, information on what, if any, contribution the existing windows makes to the significance of the listed building is limited. The Design and Heritage Statement refers to “a later style…one over one sash timber window” and “the [existing] old window is a newer window set into the original box”.

Notwithstanding the above, if the officer establishes that the existing window does not contribute to the significance of No. 148, then its proposed loss and replacement is acceptable in principle, as is the use of slim-line double glazing in the one over one configuration.

With reference to drawing HAW-J4429-DRG 1 (joinery details) [05/09/2024], it is unfortunate that the upper leaf is to be fixed, as this limits the ventilation as compared to that provided by two functioning elements as per the historic approach.

Notwithstanding the above, BPT supports retrofit work that is appropriate to the special qualities of the historic environment.
